What's about with the cage? I heard in RU we can put 5 people in the same time in a cage. And here only 1 with luck 2.

Yes, they must fix. The cage ( fetters) skill is much more easier to do in russia. Here, when you know where your aim will be and do cage instantly, with other words if you do it too fast you don't cage anyone.
But if you do it with hook, you can hook him doesn't matter how fast you do it. And the range is also much better to get multiple enemies in russian server. FIX
