Because there isn't that many players. The time you had to wait could get increased to pretty ridiculous amounts because of that, so they changed that amount to a bit smaller.
2. If you're talking about groups being smaller...
It's probably because big group = advantage, most of the time. Since it's a step towards games being more balanced, I'm fine with that. Of course, before the change it was a bit neglected by the fact (at least I think it's true) that you got matched against players with higher effectiveness, but I never liked that system.

Re: Rules? You want them changed? The 20->16 change didnt change anything tho. Waiting time is the same, the change was unneeded. Same as server merge which made all EU actually disappear
