I'm lvl 12 and i'm playing againt lvl20"s, what the **** is this?
It's lvl 1-10 queue and lvl 11-20 or something? (wich would be silly)

the brackets are 1-4, 5-12, 12-20

mupske, the system tries to find players of your level, health, mastery (not for how long you have been playing this character and not numbers of your wins and loses so far afaik) and make teams of equal classes. If there's not enough such people, the system "spreads" "level brackets" up untill it's 10 levels higher of lower then yours.
So, the fact that 12 level player is playing with/against 20 level players reveals nothing but the very small amount of people playing (and, yes, the situation is just the same on Russian server).
