Let me give you a more precise answer:
Short answer, It's Panzar's obligation to assure average ping around the globe.
Long answer:
It is indeed the developer of the product's(game in this case) obligation to assure fast and optimal access to the information, data etc. That is why companies like Apple, Samsung, Amazon, Netflix and thousands more, have multiple servers around the continents to make sure you have the minimum quality which has been defined by their quality management systems (they call it "user needs"). When you download an app from appstore or play store for example, they come automatically from nearby servers. Apple customer care would never tell you "hey, go cry to your internet provider, its none of my business if you download with 10kB/s or you cannot play our online games due to high ping!"
Now back to panzar, this game is a "massively" online multiplayer game, which naturally makes the internet connection the first concern for the developers. Thats why some years ago we had a "real" EU server, which was located in EU and therefore there was far less "ping" related problems in the game.
Due to the lack of players (poor Panzar customer care) EU server was closed and now we are merged with Russian server. Do not mistake the chat lounge, that is differ from Russians, thats why you cant chat with them, but what matters is when you are in battle, and there you have far worse ping than any Russian because you are thousands miles away from the server.
Panzar studio gave up on EU long ago, thus, waiting for a better service to EU players would be a huge waste of time.
So, now that you read all that bitter truth about "Ping" problem, I recommend you exactly what White Wolf did, try different internet providers in your country until you find the optimum connection to Russia, well, if this game worth your time and money anyway.
