Coke simple answer for this Ping.
Css, WoW and the other games has more Server.
If you play WoW on a Russian server you have also 100ms+
If you play css on a Russian server, you have the same problem.

But WoW has Server in every country, France,germany,italy,usa,andso on.
CS has much deticated server, you can also find server with 200ms + , but you will never play on this server.
And also you have cs server in your country with 40 ms .

In panzar we have not enough player to split the server in country's. We have only 1 Publicserver (russian) and all player connect to this server.
But for the tournament, you have a really good ping, because the eu server stay in France, and we connect to this server for tournaments .
If we want a server with only german guys , to have a ping like cs or wow, we never got a public game.

All Big MMO's or FPS games has more server in more country's, and this is the reason why you have a "good" ping in this games, because you connect to the right server.
You play on lvl 20 , in this time France player has the best ping, i see in this time some france guys with lagshot in Publicgame and also Tournament.
because you have a better ping like me (i come from austria +20-30 ms more)

Best example, If you play a fps game on Xbox or so. Because xbox fps games has no dedicated server, you have most time Hostgames.
Hostgame is, 1 Player has the host, all other player connect to this player. The host has a ping from 0, because he is the host, all other player has a ping to him.

There is no fix for panzar, we must life with this, or we got maybe 12000 more player, 1000 per country, and also much money for panzar. so they can add 1 server per country and all from this country play only on this server. But we know, this will never come ;P
Or maybe you go to russian, for a better ping in public game xD

If we play vs russian team's in tournament (russian team from ru server, not armada^^) and also playing on the russian server, we will got lagshots alltime.
This is the reason why i hope, that we never got merge tournaments !
For armada its also not so easy.
I think we play tournament on the EU server( stay in france) Most armada guy's life in Russian i think .
So they have in the tournament 100+ ms, Eu player has only 50+ ms.

But normaly the Armada guy's, who lifing in russian has normal a better connection for publicgames like me.
i have 100ms+ and the russianguy's 50+ .

i get your point, so panzar is just doomed from the start to be unable to attract people, so all play with large ping, just sad.
