I know you had to wait long for these answer.
If the Patches are going in Alpha and Beta testing all bug that are found are reported, to be able to fix a problem the Panzar Dev. need video or screenshot to be sure they are look for the correct problem, the biggest problem to fix a bug is that the Panzar Dev. need to be able to recreate the bug every time, if they can't recreate the bug it is almost impossible to find the problem in the million lines of code.
The game is client server based model with means that your client and the other player client provide you with the full animation the server has little to do with the animation you see. The Server receives action and location and send this to the other clients that is it main task.
So depending on your ping and power of your pc you always have a little DE synchronization, a freeze especially has an influence on the speed of animation for example if you freeze a Berserker doing finishing blow and you hear the sound of the blow it has no meaning because the sound file is the same and the length or speed of playing the sound in a freeze stays the same.
If you say the freeze is successful and the animation is at max high it take less than a second for that skill to finish at that point so if you count all the delays from video and ping to the clients and server and its bigger than the time for finish the blow it still happened but due to the delay and animation on your screen and the enemy screen and the freeze you get a bigger DE synchronization between action and image.
The length of every weapon is indeed longer then then what is displayed on the screen, this has been tested thoroughly, played many hours on all different setting and lengths of the weapons and the setting that are active now have been found the most comfortable for the gameplay. In case the range is reduced, you will not be able to hit anymore. If you say the range is 5 meters there you are again depending on action and location especially if you are running away from close proximity of the other player and with your back to the enemy.
All is decided on the Server. If the action was not completed after this happens, CP is returned by the server in 30 - 90 seconds. the Bottle will be returned by the server in 30 - 90 seconds. Nobody notices that. If you can provide video of this not happening Panzar Studio will be happy to take an extra look at this issue
